And the double floating postage stamp means that you must create 2 squares in any area, as long as they share no more than 1 number. For example, if you had 1 square covering 2 B numbers and 2 I numbers, then your second postage stamp cannot cover more than 1 of the 2 B numbers or 2 I numbers your first postage stamp holds.
